1. Cobalia is a rather intriguing, and helpful, tweak that replaces iOS 8’s new quick-access contact icons in the multitasking interface with toggles. Similar to those found in Control Center, Cobalia adds toggles for Wi-Fi, Bluetooth, Do Not Disturb and so much more - they’re also fully customizable through the Settings app.
2. CameraModes is a rather simplistic yet surprisingly useful tweak that allows jailbreakers to not only completely disable certain camera modes, but also to re-order desired ones; changes will take effect in the default Camera app.
3. Notification Killer empowers jailbreaks to easily dismiss all notifications inside of Notification Center by simply tapping and holding on either the “Today” or the “Notification” tabs at the top of Notification Center.
4. RePower is an updated tweak that allows iOS 8 device owners to respring, reboot and, of course, turn off said device through the traditional ‘slide to power off’ interface that’s evoked by long pressing the sleep/wake button.
5. CircleIcons is an extremely simplistic tweak that adds an incredibly pleasant circular mask to the various icons for all the panes inside the Settings app, it even functions with the stock icons.

I did not understand, when will the jailbreak for ios 8.1.3
We don’t know when the jailbreak will come out. And when/if it does, it most likely wont support IOS 8.1.3. It will probably be for IOS 8.2, 8.3, and maybe IOS 8.4, depending on when the jailbreak is released. i0n1c posted a video on youtube where he had successfully jailbroken ios 8.4 beta 1, but he probably wont release it, so we need to look to TaiG, and Pangu for our next jailbreak.
is there a program to ulock ipad that will not let me use due to it is still on users apple account
Not certain of your question. If the question is “Can you jailbreak an iPad that is on an apple account”? them I believe the answer is yes. I have an Apple account and had no problem. I don’t think having your iPad on any account or carrier service will effect it’s ability to be jail-broken. As long as you have user access to the device it shouldn’t be a problem. Be SURE to backup the device in iTunes before jailbreak. Follow ALL the instructions on the TaiG tutorial! If your device is under warranty be CERTAIN to restore it using iTunes (where you backed it up)before taking it in for service!
Sorry Charles, I misread your question, you’re asking about unlocking your device not jailbreaking. I have seen “second parties” offering a service to unlock devices for a fee. I have not seen a program to do it.

Wen cam Gridlock for iOS 8 I Need???
I need/needed it too and read a couple of blogs that didn’t sound encouraging. It seems chpwn, the author of Gridlock as well as some other tweaks I miss, namely Infinidock, has taken a new job and is quite busy. I hope it’s more rumor than fact. I found another tweak, Homescreen Designer and bought it for $1.99. I think I like it better than Infinidock. It’s a bit more involved but let’s you place icons literally anywhere on the page. Check it out, it may work for you.
I just read my response and realized I misspoke. The tweak Homescreen Designer is a good substitute for Gridlock, NOT Infinidock. I’m still looking for a replacemnet for Infinidock.
